I was a Federal contracting officer for a number of years. Prior to award, we had to assure the company had the financial and business experience to complete the contract. If for some reason, because of their own fault, they did not complete the contract, I would terminated them for default. This termination by the Federal Gov't would place the firm on the Government's Debarred Bidders List. No Federal contracting officer could award a new contract to any company on this list. I am sure GE made sure SGLB was capable to perform and had adequate financial resources and that they had an excellent record of performance on Federal contracts.
