There has never been a phase I study of Prurisol so the path chosen had to include a safety conponent per FDA. Remember that phase I FDA study is primarily focused on safety so when they made the decision they were doing their job in looking out for you and me as Prurisol is an ester of abacavir but essentially NOT abacavir they needed to know for certain that safety was not an issue.

Now that safety has been established we can go fast but not skip steps that have long been tested and accepted as required before human use.
