The SEC banned naked access in 2010, and the ban took effect in November 2011.

Yes its very obvious that it was banned and the rule was effective 11-11. They can't be everywhere all the time and with this "Free Reign" of making trades without proper supervision from the sponsoring broker leads to unscrupulous actions by greedy humans!
