"This Congress" can mean two years.

"I'm optimistic that we can get the Industrial Hemp Farming Act to the president's desk this Congress," -Rep. Thomas Massie (R-Ky.)

"This Congress" means the entire two year term of the current congress.

The 114th Congress just began, and it will run from Jan, 2015 - Dec, 2016.

In the 113th Congress, the same Rep, Massie introduced H.R. 525, the Industrial Hemp Farming Act of 2013, on Feb 6, 2013. It had 50 cosponsors, and never made it out of committee:

The 2013 Senate version of the bill also died in committee.

Maybe this time will be different, but it's going to take awhile.
