Like I said last year when Leo referenced the executive order, Leo is telling interested pharmas to increase the bid or CTIX will go fwd with the FEDS under BARDA. Since this is the second time he's thrown this out I believe him to be very serious about going fwd with the FEDS and then entertaining offers further down the line. So with that said, I would expect an inked deal in the coming weeks or another PR signaling CTIX will take B and the other polyheist drugs fwd using BARDA!
