SEC Halt. When the SEC learned that a couple of people had pumped PHOT stock and were planning on dumping their shares last March, was Halting the Stock the ONLY option for the SEC? Could they not have, just as easily, done a legal action against those people they were watching and only impact those couple of people? Instead, they took money away from honest investors.

Does anyone know the answer?
