Yes, it clearly is.

All anyone has to do is look at what VPLM files with OTC Markets, labelled as its "accounts" to understand this.

Every other piece of real information and company history confirms this rather obvious fact.

There's a reason scams like VPLM refuse to file with the SEC, and it has nothing to do with cost, but everything to do with hiding the truth.
