They would NAKED short ahead of news.
Notice the "Naked" part, meaning it won't show up in short data.
Don't worry, if that is happening, they will cover quickly, after the gap the stock down big time.

I figure either one of two things going on here....
#1: MM's naked shorting and setting up another short term whipsaw. (this means stock will go lower)
#2: Stock being held in narrow trading range (.15-.17) due to deal being hammered out, and price stability needed during final negotiations.
Fear it's #1, Hope it's #2
