Apparently my English isn't so good. Somebody please translate this for me:
"This right on target. We're set to go on this, FEMA and the Congressional committees on lowering flood risks, Halon replacement with Boeing and the U.S. Forest Service, Cook County (Illinois) and the Chehalis Basin on flood investments, Greenpeace and carbon credits, etc"
Translation would be helpful, because it sounds like, 'Mars needs women, black helicopters outside, zombies in my closet, and a monster under my bed.' I can't seem to connect any of these things to ECOB. Cha, Cha, Cha.
