I could not find it a member of FINRA, or registered with the SEC. And the addresses keep moving around. Where is this exchange? And how can it be one with out licensing with FINRA and registering with the SEC?

I worked on the old Amex at Rector and Trinity, and a block from the NYSE on Broad. Been to the OTCM, and scores of NASD trading rooms, including working a few.
