What caused this to tank from around .007 to the trips between around the 22nd/23rd of December?

I just see this PR which was released on December 23rd: http://www.otcmarkets.com/otciq/ajax/showNewsReleaseDocumentById.pdf?id=12928

I am thinking about starting a position here and since that PR I am seeing good things like the preferred stock dividend announced on 29th Dec and the MJJ play announced on Jan 8th. What really happened here?
