If a provisional patent or a serious of provisional patents were filed before a full patent, I think that the publication could be up to a year and a half after their first provisional patent was filed. Sometimes the older filings are outdated and the clock is advanced to a later date for any full patent which coincides with PCT (patent cooperation treaty) filings for international patent rights.
