If you wrote out a tender for a clinical trial, as PPHM must have done, clearly specifying what you want.

You get 5 replies and each of them describes precisely what they will do and how they follow the FDA regulations and are credited to be a CRO.

Then what do you do? You tkae the least expensive UNLESS that one would have a reputation problem. But in absence of that there is no reason why the cheapest shouldn't even be the best. Maybe he is cheaper because he is better organized or because at his locations the salaries are lower or again because he is located right next to a rail-way station or air-port with excellent connections.

And who says there wasn't a calendar issue and the one they preferred was fully booked. Maybe it wasn't the cheapest either hence your word "probably".

SO the "cheapest" thingy is, IMO, pure nonsense. In many European countries and the EU it is even so that if they write a tender they MUST take the cheapest. Why wouldn't PPHM?
