Imagine this cup as your car (fannie mae):
You made all the payments on it and its fully paid for (just like fannie's bailout). Now, you expect to get the title in the mail, so you can either sell the car, lease it and collect the income, drive it, or give it to friends and family. (YOUR CHOICE..it is your property, after all)
The bank says, "We can't send you the title right now, that is just too complex of an issue." Huh??? A deal is a deal, and I paid your payments since 2009..all of them..and now that its paid off, you are trying to tell me its "too complicated" to send me the title to my car (release fannie and end the sweep)?

Why did you not tell me you would stall sending me the title before I paid your payments of about 210 billion, including interest and principal?

I dont like being held hostage by the government withholding the title to my property that I paid for, in full. Its not complicated.
