2) The answer to both questions you raise in the rest of your post is YES and YES...
Obviously, you have little knowledge of how big Hi Tech goliaths like HPQ, INTC, MSFT, IBM, as a matter of policy,
nurture and fund small Tech companies who might have an impact
on development of markets which will create opportunities for them to penetrate, rather than trying to spend billions
inetrnally to generate develpoment of such markets.
