Balance, as best we know STP never acted on Attorney General's recommendation that US authorities be enlisted in the investigation.

The AG's report was issued in December, disavowed by Pres Menezes in January and dimisssed by both STP and Nigeria at March JMC meet that oversaw PSC signings for BL 2, 3 and 4.

So, as far as I'm concerned, the spark that originated the search warrant remains unknown.
