I have no idea what the legal liability is related to the SolarCity Leases...I would bet there is some sort of legal recourse...They can also package up these leases/lease payments and sell them to investors..similar to what is done with mortgages/car loans..etc.

The $2.4B is shown on the 11/6/14 quarterly filing listed under the Assets section of the balance sheet:
