The real villains are our brokerage firms. If they demanded good delivery for their clients as they are supposed to, abusive naked shorting would be history. That day is coming because they are getting burned from FINRA arbitration awards. After millions in losses are suffered they will demand good delivery. Just a matter of time and losses suffered.
