KEYSTONE’S DARK DAYS

POLITICO’s Andrew Restuccia: “Senators pushing a bill to force approval of the Keystone XL oil pipeline scrambled … to keep the project alive — a day after the White House threatened to veto the bill. The main Republican and Democrat who support the pipeline met the past two days to plot a strategy for the bill’s passage. Lead sponsors Sens. Joe Manchin (D-W.Va.) and John Hoeven (R-N.D.) say there are three potential ways to get the pipeline through Congress, each with its own major hurdles. The first is to win enough support for the bill to override a presidential veto. That requires a hefty 67 votes in the Senate, and so far, the bill has an estimated 63 supporters.

“Corralling four other ‘yes’ votes will prove to be a difficult, and perhaps impossible, task. And Hoeven is the first to acknowledge the challenge. … The second option is focused on the open amendment process … The third option is a longer-term strategy. If their current attempt to pressure Obama to sign the Keystone bill goes down in flames, Hoeven hopes to force the president’s hand by attaching the measure to must-pass legislation.”
