The 'voting" ability is a guise, it always happens anyway with penny stocks. There is no regulation stating they HAVE to get a shareholder's opinion all they need is the council of elders, which if they say they might do it, they've pretty much made up their mind...and the fact they could do both in this case? Yeah...let's just say I'm no longer watching this one.
