Robert Rico would never be stupid enough to sue anyone knowing that he would be subjecting himself to discovery and interrogatories as a Plaintiff. Lawsuits are always a matter of public record and there is a line of people who would love to take advantage of the opportunity to put the screws to him by using that kind of information against him.

Additionally, courts very rarely reward people with "unclean" hands and the fact that it would be very easy to show how he operates makes it virtually impossible for him to be much more than a toothless barking dog.
