I bought baltia many years ago at 10 cents. averaged down to .0286. Haven't seen a profit except the short bump a couple months ago to around .035. This will in my opinion make it, if I didn't think so I would have taken a small loss and moved on. But it seems to behave like your definition of a penny stock.
