Its possible that the better grade is at the surface but unlikely, Gold the heavier element always sinks deeper over the ages. The original estimates about the top ore body were totally wrong, hence the retro=fitting of the plant currently underway. It is more expensive to run an underground mine, but lets just see how the next 8 years go.
