That statement does not make sense.

"THEY CANNOT RELEASE INFORMATION THAT IS NOT ALREADY IN THE PUBLIC RECORD"



How does anything regarding the SEC "GET" into the public record if they don't release it in the first place. Either your source is impaired or your interpretation is at fault.
