You right on point yes a company must first develop a product (prototype) and yes, in order to manufacture a prototype it must be fully operational.
Custom building- yes building anything does cost money- BUT my guess is that the price for the product is larger than the price to build.
Own and operate, yes they own their product, yes they can install and operate their own product though subcontractors or even themselves BUT sounds like the way they have distribution set up, they would use “local” contractors to maintain the equipment.
Revenue is unproven until sales are made.
Benefit vs cost , I’m sure this well built team understands this.
