Julius, many of your points seem reasonable and plausible.

A component of the underlying facts, unknown, is did ERHE go to this IOC, or did the IOC go to ERHE?

If ERHE went to ,or facilitated a meeting with the IOC, then any potential relationship between the two, comes from ERHE being in a weaker position(if that matters to you/your thinking)

The timing of this event leads me to believe that ERHE was shopping the EEZ assets around, thru whatever oil symposium or the like, had a conversation, talked up the potential, got the IOC rep lightly interested, offered the IOC a no money,no promises, no guarentee MOU in which the IOC ,if interessted, would have 6 months to invest some money in data acquisition, and if encouraging, to have the fist right of refusal.

If not interested, no harm,no loss to the IOC. Perhaps the IOC is even Sinopec.
