Yes. First Liberty will build their own Mill.

First Liberty has received (as of 11 / 2014) a conditional use permit to build a mill facility in Winnemucca, Nevada. The mill will be built using advanced and innovated techniques and technologies which have a minimal environmental impact and should be operational in 2015 .

What a coincidence . . Western Lithium Corp is up there too. Approximately 100 km (60 miles) north-northwest of Winnemucca. Perhaps we will be developing some sort of relationship with them in the future as well.
