It has now occurred to me that there is a distinct possibility that the IOC-EEZ update could potentially be a marketing strategy.

If one thinks about it, we will not be informed of the identity, and so this IOC who got first right of refusal, allegedly, can potentially fade off in six months, and no one will ever know this unnamed IOC.No payment was inferred or disclosed.

But, on the other hand, ERHE ,for the cost of a PR, has generated new found Buzz , in the hopes that some other entity will take notice and become the second right of refusal, if the original one disintegrates.

Also, the update generated resurrected investor interest.

It's pretty shrewd, actually.
