Simple. Brokers do not make a market in a stock. They execute buy and sell trades at all levels without owning the stock. The Market Makers also do the same unless they have taken an inventory (making a market) in a stock. Again, all they do is paper trade stock. After that, all those trades are suppose to be made under the rules the SEC and FINRA establishes. That is where the grey line starts! Simple!
