Fully funded only goes as far as the funds that were available at the time to fully fund QTV.The funder had the funds but died and left the funds to fully fund QTV to his inheriters and they decided to take the funds to fully fund QTV and keep them becuase they decided to not fully fund QTV any more because, as skunks has pointed out, the gay community does not support a gay network at this time.
