I don't think the SEC cares about insiders BUYING. They care much more if you sell as an insider, right before BAD NEWS hits the streets. At that point even though you are protecting your investment, you are cheating because nobody in the public got the same advantage as you. Insider information.
Don't gamble; take all your savings and buy some good stock and hold it till it goes up, then sell it. If it don't go up, don't buy it.
