It's also possible Pickett found an investor az/mex but I doubt it hasn't been long since updated bus plan in mex. Regardless of the pps you can count on con notes as if he doesn't borrow the $ the probability of failure is 100%. Makes a lot more sense simply look at big picture; you either bet closing on deal somewhere or nowhere and co fails to deliver ppas never getting to construction or potential revenues.
