I agree that it looks likely that there will NOT be a reverse split. I will disagree however, with you believing the outstanding is presently at 1.1 billion. Since the SC13G filing I'm guessing the outstanding is about 1.5 billion...still small potatoes in the OTC and should allow for liftoff here soon once the news releases flow again. I've checked the SEC filings dating back to early 2013 and couldn't find any reverse-split filings. I wouldn't be surprised to see a close of .0003/.0004 by the last day of this year. My prediction .01 some time before spring.
