Summary says they see F and F losing share from 60 to 40

I view that as good - i.e. they can exist but not dominate

do not understand a comment in summary that no impact on budget

not sure what the study said as right now F and F supply money to the budget

the reason for decline in share v private is the raise in fees each of two years

but by time you see this post someone I hope will have said what the report says about alternative structures and TRUE understandable costs to budget
