"I read recently that Southwest put out applications for 2,500 jobs. They received over 110,000 applications."

That doesn't mean that all 110,000 applicants are even close to being qualified for the job. As a LT fire officer for a major metropolitan FD, we receive thousands of applications for a handful of positions. By the time they all go through the screening process, it ends up being about 25% that make it to the final list. Even then, more are washed out during recruit training.

"They'd be able to fill the positions for anyone that left faster than they could step through the exit."

That's careless management. I've never owned a business. However, I don't want all rookies in my station. And I don't want all rookies on the plane I'm flying in either.
