What's the story with property taxes for those who install solar?

If I remember correctly, commercial and industrial buildings with solar will not pay additional taxes on the "added value" of the property until 2025.

What's up with residential?

How do you calculate "value" of a system that's only theoretically supposed to be used for 25 years?
