IMO, It's crystal clear that it is filed per the line:

we came through. We took the time, allocated the staff and made the financial commitment to complete and submit a Form 10 Registration Filing



The way it should be read in general is that they had problems uploading the library summary (eye-candy) so they took that out since it is not needed and filed it. Period.
