If they are making good money thru sales and funded R&D then buy back some stocks at this low prices like other companies do to increase PPS and build investor confidence. This will increase investors confidence and if we hit higher PPS then more institution investors will join. Beside these, when we are out of OTC then INTEL, COO and other joint research companies will say openly about joint research instead of hiding joint R&D news. IMO
