Honest answer to an honest question is: I don't know! Also don't know why VELA has stopped filing. Don't know what the current OS is.
Don't know how much is owed to the hedge funds. etc etc

What I don't believe is that VELA has stopped filing because they can't afford it. Could be something that they don't want to disclose and/or a legal issue?
