It looks like deslisting from TSX-V is a fairly rapid process. Here's a company that announced its intentions to delist on October 28, 2013 & expected the delisting to take place on November 11, 2013.

from Toronto Stock Exchange – Venture

Chilean-focused copper-gold developer to continue trading on ASX under code “SUH”
Southern Hemisphere Mining Limited (“Southern Hemisphere” or the “Company”) (ASX: SUH) advises
that it has applied for the voluntary delisting of its ordinary shares from the Toronto Stock Exchange –
Venture (“TSX-V”).

Subject to the application being accepted by the TSX-V, it is expected that its ordinary shares will be delisted from the TSX-V on or about November 11, 2013.
