Thats not telling you the open orders for the stock. The Ask and Bid volumes are indicitive of a certain fraction of the float which a broker is willing to trade. It will almost never be 0. Its not, for example, displaying users (scotrade users in your example) open orders. http://www.investopedia.com/terms/a/ask.asp
