Since you are out of contention, any move you make could adversely impact someone that is in contention. I was not in the league to vote on these rules and this is the first time I am playing in a free league, so first time this has come up for me. In my other leagues, teams just would not want to make a move right now, as being out of money contention, why spend the extra $5 which the move would cost them?

Of course, there are two sides to this argument. Obviously, there is a need and desire to have owners not in playoff contention still active, as their inactivity could also have an adverse affect on the playoff run for teams in contention. I could go with allowing moves, but either barring trades, or force the trade to be voted on to make sure there are no unfair trades.
