When is the right time? Down the road after many believe the PPS will be much higher, or get what you can at current stupid cheap (imo)
People keep saying put all rev's back into expansion.... But!?!?? Just like Longs that are buying at current price. Maybe it wouldn't hurt to at least begin. Hope they aren't waiting for cheaper pps.
