Due to contracts by the film companies they can restrict countries to distribute too. Typically in international sales companies provide distribution rights to specific companies and not a blanket right.

In addition, just like we have the fcc other countries will have specific approvals to show content that needs to be approved.

With all this said I do not know this for a fact about the content of NTEK. It could be completely open.
