And maybe the 668K billing for those 4 wells drilled that were not drilled is fraud.

Actually, no maybe about it. It is clearly fraud IMO.

What do you think it is, paying it forward so they can actually drill those or something?

The settlement invoice states they were drilled. If indeed they were not it is fraud.

Simple to understand to me.
