Forward strategy..
I think it is highly logical that the IND development is separated from the expansion of clinics, license revenue, etc. Any potential funding source would require this. They probably have had a funding source ready to commit for quite awhile. Hence, Andrews and Inventiv willing and wanting to be involved.
They could easily spin out ICBS as a IND incubator, and dividend to current shareholders a % ...
This would explain the silence and lack of care concerning stock price. Also how they can even entertain the idea of multiple INDs .. Also, why it was important now to get the CEO a share reward and all the CD holders converting.
This could be a very beautiful run...
