Actually Rum has a good point; if the purchase wasn't made under a 10b5-1 you could conclude that nothing's happening in terms of a buyout. Harvey can't trade on insider knowledge so it's the only way he can buy if something is in the works.
Still, this plan is window dressing compared to his previous massive purchase, which he had to borrow money to pay for. Given the money he's already pulled out of ARIA the current plan has no effect on his lifestyle. There was a lot of pressure for him to step up to the plate again after the crash and he has an interest in keeping appearances up.
