Wait, so USPR's expert geologists did a technical report, USPR at the time felt it was 43-101 compliant, but USPR never filed it with any Canadian authority to determine compliance???

What possible reason could a mining company have for doing a 43-101, thinking it was compliant, but not filing it?

I know I am not mining literate, but I am a huge fan of logic. Why on earth would USPR purposely not file a 43-101 they felt was compliant? what possible logic is there for that??
