Firstly, shares outstanding shares are not declining, they are increasing. Secondly, What is declining is the amount of shares being registered in the S/1A because Dominion has been exercising warrants and selling them, thus the need to register less shares. It is explained in the S/1A that Dominion has been selling shares. Thirdly, it doesn't matter what Dominion may or may not have said, what is reported to the SEC by TRTC is stating that Dominion has been selling. See the link in the post you replied to, it shows the information with page numbers from the S/1A that shows they have been doing just that.
