I emailed Essex County in regards to their upcoming council meeting November 19th and whether they will decide upon the decision the town of Lakeshore made, the response was this (incase anyone is wondering):

Good Morning:

There is not anything on the November 19th Agenda of County Council regarding this issue. Unfortunately there has been some misinformation about this whole process reported in the media. The County of Essex doesn’t approve Zoning By-laws or Zoning By-law amendments for the lower tier municipalities. The Town of Lakeshore Council will be making a decision on their own Zoning By-law. Please contact the Town of Lakeshore Planning Department to obtain a copy of their draft zoning by-law amendment and to find out when their Council will be dealing with that matter – I think it may be November 25th.

The County of Essex is the approval authority for Official Plan Amendments of the lower tier municipalities and there will need to be an Official Plan Amendment if there is a change to their Zoning By-law, but there’s been nothing received about that yet. County Council has delegated authority for Official Plan Amendment approval to the Manager of Planning Services for the County of Essex, Bill King so if an OP Amendment application is filed, Bill King bking@countyofessex.on.ca will be the person who processes it.
